I have emailed GM to reconsider the rules to allow high schools to participate in the program.  Our school is in desperate need of funds.  Especially our marching band.  They have an active marching band that competes yearly.  The problem is our uniforms are over 40yrs old and there has been no funding to replace them.  Many have been repaired over and over.  The band has students from 7th-12th grade. 


If they do not change the rules, can a middle school collect and then donate to high school for their students that participate in high school programs?

K-8 are eligible to participate so I would be guessing YES.

I've been told if a school has anything lower than high school, even though it includes the high school the entire school can participate.

As far as donating the money earned...once the school has the check, it is theirs to do what they wish with it.
